File consists of a single-volume report on access to recreation for low-income people in the City of Peterborough. The Committee on Access of Recreational Programs for Low-Income People was established to look at access and availability of public and private recreational programs, to consider economic and non-economic barriers to participation, and to make recommendations for improvements. The report contains the results of surveys as well as the survey questionnaires. The report also contains data relating to income distribution. Gillian Sandeman was the chairman of the mayor's committee on recreation access for low income persons. Robert J. Barker was the mayor of the City of Peterborough at the time of publication.
